Solutions for Decarbonisation Investments in Maritime SMEs

报告内容简介:

海事中小企业在推进脱碳过程中面临多重障碍,包括资本投入不足、技术发展不确定性较高以及政策支持碎片化等问题,这些因素往往导致企业在脱碳投资决策中持观望态度,进而延缓低碳转型进程。本报告聚焦海事中小企业脱碳投资中的障碍识别与解决路径构建,介绍一项面向中小企业的实用型决策支持框架。通过试点调查,研究识别出13项相对重要的障碍,并将其归纳为5大类;同时提出67项应对方案,并进一步划分为9个主题类别,涵盖数据基础设施、知识共享、财政激励和政策支持等方面。项目的核心成果是一项简明实用的决策工具,可帮助企业识别高优先级障碍、评估潜在风险并分析不同解决方案的作用效果,从而提升投资决策的科学性,降低转型不确定性,加快海事领域脱碳进程,并为区域创新及相关研究方法的推广提供借鉴。


Maritime SMEs encounter major barriers to decarbonisation, including limited capital, technological uncertainty, and fragmented policy support, often leading to delayed investment decisions. This project develops a practical decision-support framework tailored for SMEs. Through barrier identification and prioritisation via a pilot survey, 13 relatively important barriers were identified and grouped into 5 categories. In addition, 67 solutions were mapped into 9 thematic groups covering data infrastructure, knowledge sharing, financial incentives, and policy support. The core output is a simple tool that helps SMEs identify high-priority barriers, assess risks, and evaluate solution impacts. The tool aims to enable informed investments, reduce uncertainty, and accelerate decarbonisation in the maritime sector, while fostering regional innovation and providing a transferable research methodology.


主讲人简介:Chia-Hsun Chang 博士现任英国利物浦约翰摩尔大学(LJMU)海事物流学副教授(Reader in Maritime Logistics)。在加入LJMU之前,他曾任韩国中央大学助理教授,并在新加坡南洋理工大学担任研究员。他于英国普利茅斯大学获得海事管理博士学位。其研究方向主要包括海事管理、风险管理、物流管理、海上自主水面船舶(MASS)以及海事网络安全。迄今已发表学术成果80余篇,其中包括41篇高质量期刊论文和43篇国际会议论文。已完成科研项目12项,研究领域主要集中于MASS与海事网络安全。其主持的EU MSCA SE项目“FAVOR”(118万欧元)将于2026年6月启动并持续至2030年。Chia-Hsun Chang博士已完成2名博士后及3名博士研究生的指导工作,目前正指导7名博士研究生。同时担任Maritime Policy & Management(MPM)和Cleaner Logistics and Supply Chain(CLSCN)副主编,以及Maritime Business Review(MABR)客座编辑。


Dr Chia-Hsun Chang is Reader in Maritime Logistics at Liverpool John Moores University (LJMU). Before joining LJMU, he was an Assistant Professor at Chung-Ang University in South Korea and a Research Fellow at Nanyang Technological University in Singapore. He obtained his PhD in Maritime Management from Plymouth University. His research interests include maritime management, risk management, logistics management, Maritime Autonomous Surface Ships (MASS), and maritime cybersecurity. He has published more than 80 academic outputs, including 41 high-quality journal papers and 43 international conference papers. Dr Chang has completed 12 research grants, mainly in MASS and maritime cybersecurity. His EU MSCA SE project “FAVOR” (€1.18 million) will start in June 2026 and run until 2030. He has successfully supervised 2 postdoctoral researchers and 3 PhD students at LJMU, and is currently supervising 7 PhD students. Dr Chang also serves as an Associate Editor of Maritime Policy & Management (MPM) and Cleaner Logistics and Supply Chain (CLSCN), as well as a Guest Editor of Maritime Business Review (MABR).
